The Partners in Community Outreach Coordinator, West Virginia Home Visitation Program Director, a Tucker County Parent and the State Coordinator for Prevent Child Abuse West Virginia co-presented on In-Home Family Education at the West Virginia Senate Education Subcommittee C.

A big check compiling the resources leveraged by Family Support programs was presented to Delegate Nancy Guthrie at the Capitol.

An additional $100,000 for IHFE was included and approved in the state budget, bringing state appropriations up to $1 million.

Partners in Community Outreach was asked to give a presentation to the Select Committee on Children, Juveniles and Other Issues on In-Home Family Education. Laurie McKeown, chair of the Coalition, shared with the members information about what In-Home Family Education is, the proven outcomes in maternal and child health, reduction in child maltreatment, and improved school readiness, as well as the current status of services and funding progress made on both state and federal levels.

In-Home Family Education received an additional $150,000 in state funding.

In-Home Family Education staff visited the capitol to meet with their West Virginia Delegates and Senators and shared the In-Home Family Education Update 2010. Staff asked for continued support and increased funding for In-Home Family Education.

During the Special Legislative session in June 2009, Governor Manchin proposed and the West Virginia Legislature approved a supplemental appropriation to the West Virginia Department of Health and Human Resources for In-Home Family Education. The Department has awarded a portion of this supplemental appropriation to the TEAM for West Virginia Children to conduct activities on behalf of Partners in Community Outreach.

During Interim session, Partners in Community Outreach presented to the Select Committee A on Children, Juveniles, and Other Issues. Laurie McKeown informed committee members that 10 additional counties are now being served due to the increase in appropriations over the last two years. Over 1,000 families will benefit from services this year, compared to 700 in 2006. Preliminary results from the 2008 Parent Survey were highlighted. Laurie presented the goal that In-Home Family Education be an integral part of a comprehensive early child development system, including a state infrastructure that provides funding, technical assistance, training, and quality assurance activities.

Governor Manchin approved the FY09 state budget with an increase of $245,000 for In-Home Family Education bringing the total state allocation of funds to $750,000. This was the first year that there was a separate line item for In-Home Family Education and the first time the Legislature approved an increase on their own. This increase marks another step forward in achieving the Partners in Community Outreach goal of a $2.5 million appropriation to serve 200,000 families statewide.
